May I suggest the Fujifilm Finepix S2940wm? It's a decent camera that's quite good for beginning photography mainly because it's cheap (walmart used to offer it in a "bundle" price selling at about 100$ or so)
I strongly suggest anyone interested in getting into photography to start off with a manual SLR. Film is the best way for beginners to really understand the dynamics of light and photography. Plus, the limitation of film forces you to carefully consider every shot you take as opposed to digital where people tend to rely on the convenience of instant viewing and just capture things thoughtlessly. Also, it is a lot less expensive owning a manual SLR than it is a digital SLR. Full frame digital SLRs sell for well over $2000 (not including lens) while you can get a professional full frame manual SLR that is capable of capturing the same photos for under $200 including lens
Don't go for anything fancy yet. The Nikon D40 is probably one of the best and cheapest entry level camera for beginners. Once you advance yourself into the world of photography then you may look for one that is suitable.
